4-1 is a non-issue. Use Double Cyclone on Dragoon to get him stuck in a loop. Watch for Tiger's movements while you do this and you should be fine.
4-2 Use charged Sonic Slicer to cripple Sponge. When he's gone, finish off Rosered with quick Level 1 charge shot spamming.
4-3 Use Frost Shield on Seahorse. Because Frost Shield takes seven centuries to start moving, try to fire your shots in advance where you think Seahorse is gonna jump. It also helps to fire one shot in both direction and hope they will hit him. Once Seahores is gone, you can take care of Eagle in peace.
