Make criminals and repeat offenders afraid to hang out in public, not decent, law abiding citizens minding their own business.

Playgrounds, shopping centres, restaurants, tourist spots, and public parking lots. The list of places that aren't safe to hang out appears to be getting longer and longer because of degenerates.
