This is a Flying Scooters model from Larson International and this model has been really popular since the 1920's. It opened here 2016 in the Planet Snoopy section of the park. You can get the tubs up to a great height by skillfully manipulating the rudder but be careful not to get too high so as to "snap" the lines. That means the tub has gone so high that there is slack in the lines which make a snapping sound as the tub comes down and tensions the lines again. I love these type of rides as we really don't have any of these where I live.
