Did Nvidia screw performance deliberately in the Witcher 3 to sell their newer cards?

Performance of 700 series GPU's from Nvidia seems to be very poor in Witcher 3 in comparison to 900 series GPUs. Add to that terrible implementation of the Hairworks feature running at MSAA 8x and it sure looks like a deliberate act to make the 900 series GPUs perform better than any other card ever could.

Either the devs did a crap job optimising Witcher 3 for cards they originally intended to launch on or Nvidia has crippled their 700 series cards to flog their latest and greatest. ****
