EXT2, EXT3, EXT4 with read and write support can be easily installed by downloading the open source Ext2Fsd for free.

Tested on Microsoft Windows 10
Watch out: if a file has a colon ":" in its name, you will have trouble reading and changing it. Unfortunately you will have to boot into Linux for this one thing. Annoying but at least everything else seems to work.
