In past versions of Windows 10, you could only enable dark mode for the settings, photo and video app. Now, since October, 2018, you can enable the dark theme for File Explorer as well.

All you have to is go to the personalization settings and choose light or dark theme. Choosing the dark color scheme will turn dark mode. You can turn it on and off whenever you want to.
