If you are having problems with the boot process you might want to view the boot log to see what drivers failed to load at boot time and then it becomes easier to fix. Also, the use of safe boot is a great way to start the computer is a mode where the computer starts with minimal start up programs. This way if there is a virus etc. it is possible to clean them from safe mode better than in normal mode. For the above we use MSCONFIG.
