In April, the City of Los Angeles and the City of West Hollywood installed this traffic diverter on their border at the residential intersection of Willoughby Avenue & Ogden Drive. Willoughby is a popular bike boulevard / "quiet" route that cyclists such as myself use to avoid riding on Melrose Avenue or Santa Monica Boulevard. The diverter was intended to give this neighborhood a quieter, calmer traffic experience from all the drivers using it as a rat-run shortcut across West Hollywood. Unfortunately, signs don't work, and without physical barriers and/or enforcement, drivers just ignore the bikes only sign like they do the stop signs (not one driver completely stops!)
