Could or should Serbia reconsider NATO membership? Even as Russia’s invasion of Ukraine has reshaped European security and renewed NATO’s focus on collective defence, Serbia remains one of the most significant European states outside the alliance. And despite being almost entirely surrounded by NATO members and formally pursuing EU integration, Belgrade strongly opposes NATO membership. In this video, I explore the reasons for this enduring intransigence, examining Serbia’s strategic position in the Western Balkans, its historical commitment to non-alignment dating back to the former Yugoslavia, and the lasting impact of NATO's 1999 bombing campaign during the Kosovo conflict. These events continue to shape Serbian public opinion, national identity, and perceptions of NATO as hostile to Serbian interests.
From here, the video analyses whether Serbia’s stance could yet change. On the one hand, NATO membership could reduce Belgrade's security isolation, support defence modernisation, and strengthen Serbia's path to EU accession. On the other hand, deep public opposition, unresolved tensions over Kosovo, and close ties with Russia continue to make a shift politically risky. At present, as Europe faces increasingly stark security choices, Serbia treads a fine line between NATO, the EU, Russia, and China, under the banner of military neutrality. Yet the question remains as to whether that balancing act is sustainable, or whether Serbia will eventually be forced to rethink its place in Europe’s security architecture.
