White Sands, Florida, is famous for its rowdy Spring Break and ass contests. Sheriff Terry Moran, hoping to be elected Mayor, decides to court the older vote by banning Spring Break and the world famous ass contests. His alcoholic housewife, Doreen, the town's past ass contest champion, acts out by going around town drunkenly starting ass contests to sabotage her husband's campaign. Meanwhile, two would-be documentarians struggle to make a documentary about Spring Break while it has been banned.
