The game locks your camera when you ADS until you move your cursor enough to get the camera moving again.
This happens in BO1 the exact same way but MW3 it works slightly differently. In MW3, during the ADS animation the camera will lock, but as soon as the animation is finished, the camera will unlock regardless of if you move your cursor or not.
