Why have we never actually "run out" of a natural resource in a catastrophic way?

Jason Crawford, founder of the Roots of Progress Institute, points out that while people have been predicting the end of oil since the 1800s, production is currently at an all-time high.

Jason explains that resources aren't just "found" in nature, but rather created by human knowledge. We don't run out of materials: we either find more or we innovate our way into something better. In a philosophical sense, all resources are artificial because it is our intelligence that makes them useful.
