On one hand, it's the heart of the United States Executive Branch, but on the other, the White House Grounds are a vital recreation area in Washington D.C. These juxtapositions in many ways justify its inclusion to the National Park System, as they reflect the diversity of experiences and viewpoints of the American people themselves.
