It’s embedded in everything—from electricity and data centers to food, manufacturing, and daily life—yet it’s rarely treated as a strategic priority.

The strategy makes the case for elevating water as core infrastructure, aligning policy, investment, and planning around its role as a driver of economic growth and resilience. As demand rises and risks increase, treating water as an afterthought is no longer viable.
