The US CHIPS Act is obsessed with the future: spending $52 billion to bring cutting-edge 2nm and 3nm chip manufacturing back to American soil. But China is playing a different game. Blocked by US sanctions from building the "best" chips, Beijing has poured hundreds of billions into monopolizing the "good enough" chips. These are Mature or "Legacy" Nodes (28nm and older). They don't run AI, but they run literally everything else—from Ford F-150s to pacemakers and washing machines.
