Nuclear-powered cargo ships are not purely theoretical. The United States operated NS Savannah, Germany had Otto Hahn, Japan had Mutsu, and the Soviet Union built Sevmorput, one of the closest examples of a commercial nuclear cargo vessel.

Nuclear propulsion also works reliably aboard Russia’s civilian icebreakers. The real question is why a proven maritime technology never became normal in global merchant shipping.
