Havoc Rover is absolutely incredible for a free character but one of their main issues is small area of effect for doing damage. Cantarella as a havoc damage buffer offers a unique synergy with Havoc Rover where she can effectively clear mob type enemies due to her high damage potential leaving Rover to finish up single target enemies which can significantly increase your team's overall dps.
