You can meet Star-Lord between Guardians of the Galaxy: Cosmic Rewind and Mission Space! For those who visited during Flower & Garden Festival, he is located in the same area in which the Groot topiary was located.

There is a queue set up for the meet and greet as well as a PhotoPass photographer. He also signs autographs! On the day of my visit, he was not showing up on the My Disney Experience app with any indication on what times he is meeting, so stay tuned for updates!
