This is the biggest complex and impossible to solve was K&L NYC Niagara 6 chime whistle. Many believed that it was NKP 765 (C&O 2765). However, It was unlikely that the whistle chords are different. But, I don't know if it's C&O 614 (Western 6 Chime), SP 6 chime, or not?
