Maggie from the Simpsons speaks about a dozen times so far in the series, which is not a lot considering this show is decades old. One of her more iconic speaking moments was at the end of the Simpsons Movie when she says, (Sequel)

Starting off, Pac-man World Pac-Man in this incarnation he was basically mute in the 1st and 2nd game, but was a bit of a Yapper in the 3rd installation.
The same could be sad about Jak in Jak and Daxter, Silent in the first game and had quite the mouth in the 2nd and 3rd games:
Doomguy? Legendary for silence. But in Doom Eternal, he just says: “No.” One word. Chills.
Next up, is Joker from Persona 5. Canonically, he is a silent protagonist, even though he says many words and phrases in battle. Narratively, he does not speak until one moment. Spoiler warning for Persona 5. During the last calling card delivered by the Phantom Thieves, Joker actually speaks:
While we’re on the topic of silent protagonists, up next we have Link from Legend of Zelda. While technically he has written dialogue as early as the 2nd game, we don’t hear him canonically speak until Wind Waker.
Lastly, we have Wile E Coyote. Known for his silence, he has actually talked the most out of all of these characters here with an elevator pitch he gives on how he is going to eat Bugs Bunny and how he is a genius

Characters who Finally Spoke in English:
Starting off we have Toshi Yoshida from American Dad, he almost exclusively speaks in Japanese in the Show, but on rare occasions he has English Lines:
In Chowder, Schnitzel usually just says Rattta Ratta, but this is because he is usually nervous. When he was calm he was able to speak fluent English until he tripped and go Nervous again:
He also said the Word Over after he was done using the Walkie Talkie Over:
In the Live Action Dora Movie, Boots finally Speaks to her in fluent English despite just making Monkey Noises throughout the rest of the Movie:
In Guardians of the Galaxy Volume 3, Groot Says: “I love you Guys” But this is interpreted as the team finally understanding his language, so he very likely still said I AM GROOT but was interpreted for the audience to know what he said.
And in Transformers Prime when Bumblebee was Shot my Megatron, he fell into the Cybermatter inside the Omega Lock, the Cybermatter repaired all of his adages including his Damaged Voice Box:

Every Decade has a Silent Character who Rarely or Never Speaks:
1920s: Felix The Cat, Even if he may have spoke in newer iterations, he did not say a peep in the 20s
1930s: Dopey from Snow White and the 7 Dwarfs, the movie came out in 1937.
1940s: Tom and Jerry, even though they spoke in that one 90s movie, they usually don’t speak at all.
1950s: Wile E. Coyote from the Road Runner Series, or Snoopy, and Snoopy imagines himself speaking, but he never actually speaks.
1960s: Pink Panther, he only spoke twice on rare occasions in 1969 nice, but he is mainly a mute character.
1970s: Michael Myers, the First Halloween film came out in 1978
1980s: Link (The Legend of Zelda), the first Zelda game came out in 1986
1990s: Maggie Simpson or Red From Pokemon, and while The Simpsons came out in 1989, they dominated the 90s.
2000s: Gordon Freeman from the Half Life Series, and while the first game came out in 1998, the series really dominated the 2000s
2010s: Michael Bay’s Bumblebee. While he technically can speak, he mostly lost it when Megatron destroyed his voice box.
