Agentic skills can be packaged as Markdown files containing natural-language instructions. Traditional software-supply-chain controls such as signing, provenance, and scanning can still apply.
The harder problem is understanding intent. A conventional code scanner can search for known patterns, but natural-language instructions can express behavior in much more flexible ways. That makes determining what a skill is actually telling an agent to do a different security challenge.
