GTA and Manhunt are both set in the same fictional universe, but has anyone ever found a definitive answer to what Carcer City is based on? It gets mentioned in every GTA, and it was where Manhunt is set. But unlike every city featured in GTA, Carcer never had an obvious real-life equivalent.
