I just closed an investor purchase on a condo in Silverthorne, Colorado that passed every operational test: no HOA-run rentals, no front desk, real residential units with full kitchens, no association housekeeping. It still got called a condotel โ because when you Google the complex, the first things that come up are Booking.com, Airbnb, and VRBO. That online presence alone was enough.

๐ข What can make a condo a condotel: โข Hotel-type services (front desk, daily cleaning, central key system) โข Mandatory rental pooling or profit sharing with the HOA โข Hotel-style management or licensing โข A hotel/resort name or rating โข Heavy short-term rental activity and online booking presence
โ ๏ธ The trap: it only takes ONE characteristic to make the whole project ineligible โ and a bigger down payment won't fix it.
โ The fix: as a broker, I had a non-QM lender that finances condotels as investment-property purchases. When the agencies say no, the right loan can still get it done.
