This video is more or less the scenario if you could "theoretically" do it. (The 10 year old question people first ask when playing this game)
Yes I used hacks (dolphin emulator) and no its not possible no matter how many times you do it. Rattata's overall attack is way too low to even do it with just tackle and letting everyone attack each other until Vaporeon, Jolteon and Flareon appear you lead to a time out.
I think the real challenge is beating the whole game with a hacked glass canon rattata and never switching to any other pokemon. I've this many times but failed. I'll try again later on once I'm no longer busy with life.
For the first pokemon video of coming back to pokemon, I think I did fine.
tl dr
The game will lock you out and you will be trapped in C/B rank. You won't be able to get to the next rank unless you delete your save data and reset it again and doing it the legit way aka losing.
