Stalin's Pravda article relating to the 7th Bolshevik Congress.

Stalin encouraged readers to study the resolutions of the conference on the burning issues of the day. He presents these main questions: War or Peace? Land to the peasants to end famine, or to the Landlords which will continue famine?

These questions are connected in the 3rd question: to support the Provisional Government or not? The Provisional Government supported the lanlords and wanted to continue the war.
