I TOTALLY FORGOT TO MENTION! No extra entities!

Can you solve this challenge with the lowest performance hit possible? Submit your creations in the comments!
NOTE: ***First step is always on the next tick. All subsequent steps are done every "cycleTime" ticks later.
• Use the fewest number of commands and/or lowest performance hit possible
• Must be 1.12 compatible.
• You are allowed to use 1.12 mechanics but you don't have to.
• Must work for any number of entities simultaneously
• "target" always resets to -1.
• "current" can be between 0 and 8 (inclusive)
• No extra entities!
The Goal: The goal is to be able to set an entity's "target" score to a number between 0 & 8 (inclusive). Then, every "cycleTime" number of ticks, the entity's score will advance 1 closer to the target until it arrives. At that point the entity's target score will reset to -1.
