For a very specific period in American transit history, tiny streetcar systems were all the rage, funded in large part by the Obama Administration. Some of them are pretty questionable. But in Tucson, Arizona, and Kansas City, Missouri, the only cities with Obama-era streetcars to pull more than one million riders each in 2023, does this mode actually work?
