Here is a video I created of still pictures that shows you how I did this design. I will be making actual video tutorials in the near future. Hope you can understand what I did. I did a round petal design and then swirled the black edge around and connected it to the cup then dipped my finger. The popstick at the end of the video shows it with a metallic base.
Colors used were Boii Cosmetics Confessions of A Spy, Clearly Misunderstood and Fingerprint Holo Black and it was watermarbled over a base color of Wet N' Wild Megalast Tahitian Pearl.
