An arrest has been made after the theft of a pipe at Tailor Square Apartments forced senior citizens to relocate earlier this month. The Rochester Police Department posted video on Monday showing someone in what looks like a cellar ripping a pipe off, causing water to spill out onto the floor. The suspect is then seen running off in different directions.
