Complete the final mission in the Human Traffic Investigation.

There are 10 Buyers in the Human Traffic Investigation, the locations of the Buyers can be revealed on the map after you unlock every ctOS tower. You then need to go to these locations and Hack the Buyers Phones to listen into their calls to find the locations of the 10 Briefcases and then collect the Briefcases.

Once you have found all of the Briefcase you will receive a call to the whereabouts of Joseph DeMarco and then need to complete the final mission unlock the achievement.
