In the early 1990s, Washington D.C. is one of the deadliest cities in the United States, with gangs fighting for control of the drug trade. In response, police units develop undercover operations to infiltrate these criminal networks.
Dale Sutherland, a young officer assigned to the 3rd District, enters this world as an undercover agent. Raised in a religious environment and also working as a pastor, he must build trust by posing as a drug buyer, navigating a violent environment shaped by the crack cocaine epidemic.
As operations expand, Dale and his team conduct repeated drug purchases to identify dealers and suppliers. These missions carry constant risk, with violence affecting both officers and civilians. Informants, surveillance, and coordinated arrests become key tools in their investigations.
