Taking a look around the Nuln sewers expedition mode on very hard difficulty on the hunt for better loot and more fragments with the basic fragments booster enabled. When leaving the sewers I open the pause menu to confirm the difficulty. It was pretty easy and chaos 1 might've been more appropriate but it wasn't available.
