The fact of the matter is, any fool can run a perma-invis loki build and go as far as their guns will take them (same goes for spamming warframe powers in general as most players couldn't shoot their way out of a wet paper bag but I digress). You're practically invulnerable and no one wants to see an oblivious AI that can't defend itself. Now the new movement system in update 17 can achieve around the same effect by bolting around like a madman and it's much more entertaining to watch no?
So the mechanic here is that while you are bouncing off the walls, floors, ceilings and what have you, your enemies that are shooting at you will have a large debuff in their ability to send a projectile in the right direction. This leaves you free to glide up to them and perform a little ballistic surgery with little fear of being insta-smited (if you can keep the stunt flow going that is). In any case, it greatly expands both your defensive and offensive options.
