Compressing normals to 16 bits rather than 8 bits.
One normal is shared between sibling nodes of the same parent (so between 1 and 8 voxels).
I think this looks good enough however, so I'll probably end up going with this.
This means 16 bits of extra storage for every 3.5 voxels on average, or about 4.6 bits-per-voxel, which is quite acceptable.
