No neural networks here. I might even call this method pretty cheap.
1) I resample the 22kHz track to 48kHz with Wavosaur editor and save it;
2) I use the High Precision FFT pitch shifting with maxed out settings and pitch value of 2, then I cut off the first extra 4096 audio samples and save the file separately;
3) I import the resampled and pitched files into Audacity together (one on top of another), then I use a High Pass filter on the pitched file with 9000 Hz frequency and roll-off of 48dB;
4) I mix-and-render both tracks together and then normalize the result to avoid clipping.
