The Upper Red River Basin Study was a collaborative effort involving the Bureau of Reclamation, the Oklahoma Water Resources Board, the Lugert-Altus Irrigation District, and the Mountain Park Master Conservancy District to evaluate strategies for improving the water supply reliability and drought resiliency of the Lugert-Altus Reservoir and the Tom Steed Reservoir.
