Patch with NTSC-U version of CTR!

Okay, this will be my LAST update before taking a long, deserved break!

This update/alternative version brings custom models shown in OnlineCTR Gasmoxian! Due to this, I had to move the project to the decomp build as it was the only way to load them properly.

Due to the lack of Engine Swap for decomp, I've ported the OnlineCTR's kart stats to single player so that every character is viable (also, you can use this to practice for online :) ).

The original V3 soundpack is still the preferred version to play but I thought I add the custom models into single player.
