This is a disabled/unused character bios screen for Noob Saibot in Mortal Kombat 4 revision 1.0 Arcade. It appears they initially started a bio for Noob Saibot, but apparently they did not get to finish it. I have re-enabled it to load with cheats I created in MAME.
