1 - Download the UT99 Quest apk on your pc
2 - Download and install Unreal Tournament on your pc
3 - Copy the UT99 Quest apk to your Quest 3. Put it for example in the Download folder
4 - Copy the Unreal Tournament installation folder on your Quest 3
5 - On the Quest 3, install VR Android File Manager
6 - Open VR Android File Manager, select UT99 Quest apk and follow the installation steps
7 - To start the game, on your Quest 3 go to Unknown Sources and look for the game in the list
