I heard he even used to be afraid of everything, even hurdles. He eventually got over them, though.
Strategy: Some people say just console him. Some people say terrorize, then console, then console in another battle. My official stance is: Do both because it's not worth playing through the entire game to check one fact. :P
IMO, I'd say the terrorize/console is the way to go since it gives you money and the ending mentions him becoming braver.
