You have to complete the neutral route at least once and fight...that...in order to see the True Pacifist ending.
It should be noted that the Neutral ending has many different variations depending on your actions in-game, including a failsafe ending where you didn't meet any of the conditions due to some kind of game tampering (the "Hacker Ending"). I was actually afraid that's the ending I would get because we had to go back and use a save editor to get back our progress.
