Part of the C4 documentary about Tower Hamlets council's chief executive working incognito with elements of his workforce of 8,000 people.
This bit is about the 'Asian' gangs. The most interesting observation was the enforcment officers stating 12 year old children would hang about in the streets until 4/5am in the morning. During the whole documentary no observation was made that anybody was taking these vulnerable children off the street and putting them into a protective situation. The implication is that the Authorities just leave them there beyond moving them on. What the hell are Social Services doing? Sitting on their backsides and collecting their monthly wages is my guess.
