Characters are located beneath the base cast with the use of Gneiss64's Clone Engine Mod. You can select them by scrolling above/below the character select screen, i.e. going down from Hsien-Ko or up from Shuma-Gorath.

This mod isn't compatible with other mod packs, but you won't need those since this already includes the most recent patches and all the new tournament legal released characters.
