Twitch just announced that they're imposing a 100 hour limit on Highlights or Uploads. You will not be able to create highlights of your stream VODs nor upload videos until you free up storage space. And on April 19, 2025 they will start deleting your highlights and uploads to bring you down to that limit.
Here's a couple great ways to manage your VODs and create a VODs channel on YouTube.
