This is Sam/'Sammy' (who has an Incredibly Original Name considering he's basically a samoyed) & he was a guard dog at a lab with some Not Very Nice people who did Not Very Nice things to animals, they escape when there is a fire and Sammy wants to use something called the moonshard, a magical rock said to grant wishes, to return his friends to good health. Kal, a 'guardian' of the moonshard, doesn't approve.
tl;dr: big poofy dog looks at moon, less poofy dog isn't happy about it
