Gulf states have taken a different approach: We’ll pay; we’ll host; we’ll help mediate. They’re net contributors to U.S. power—lending jurisdictions for operations, providing mediation (engaging Iran, Hamas, the Houthis), and building relationships into Africa and elsewhere where the U.S. is less present. It’s a transactional arrangement: the U.S. offers security assurances; in return, Gulf states, and Qatar in particular act as force multipliers. That model is very different from Israel’s, and over the coming years I expect a gradual U.S. disengagement from Israel relative to a tighter, transactional partnership with key Gulf states."
