Donald Trump’s approach to Iran has increasingly become a test of whether American economic power can still compel other countries to follow Washington’s lead. His latest secondary sanctions strategy is based on a familiar idea: if direct pressure on Iran has failed to produce the desired political outcome, the United States can increase the pressure by targeting countries and companies that continue to do business with Tehran. The problem is that this strategy brings China directly into the confrontation—and China has considerable leverage of its own. Anthony Davis reports.
