Tropical Storm Edouard is edging closer to the Texas coast, tracking toward a landfall near Sabine Pass. As of Tuesday morning the storm carried sustained winds of 50 mph and gusts to 65 mph, moving northwest at 8 mph with additional strengthening possible before it comes ashore. A Hurricane Watch and Storm Surge Warning are in effect for the upper Texas coast, with Houston Mayor John Whitmire and OEM Director Brian Mason urging residents to stay off the roads as heavy rain, flash flooding and isolated tornadoes move through Southeast Texas.
