About the Pensacola Downtown Improvement Board
Purpose And Objective. The Downtown Improvement Board was established
in April, 1972 by the Florida Legislature (Chapter 72-655, as amended 76-466 and 80-
582)
The Pensacola Downtown Improvement Board (DIB) is a Dependent Special District funded by a special tax levy on properties within its district boundaries. The district consists of 44 blocks that encompass the urban core of downtown Pensacola.
Open Meetings and Public Notice of Meetings. In accordance with the laws of the
State of Florida, all business of the Board shall be conducted as public meetings. No
member of the Board shall conduct business of the Board with another member at any
formal or informal meeting, unless reasonable notice, considering the circumstances, to
the public of such meeting. Notice of regularly scheduled and special meetings shall be
given to each Board member and the Pensacola News Journal or other appropriate media
at least 48 hours prior to the date set for such meeting.
On 9/12/26 I visited the Palafox Market in downtown Pensacola, Florida to peacefully exercise my First Amendment Protected rights of Freedom of Speech, Freedom of Religion and Freedom of Assembly on traditional public forums. Only to be trespassed under threat of arrest by the Officers Baxter and Morales of the Pensacola Police Department who conspired with the Downtown Pensacola Improvement Board to violate my Constitutionally protected rights.

My wife and I frequently do volunteer work at homeless shelters done by the amazing people at Beaches Homeless Coalition. The Beaches Homeless Coalition puts on Comfort Night Shelters and Cold Night Shelters for the homeless.

Why Panhandling is Free Speech
