Screw Attack into the ceiling morph tunnel and try to aim to the sides but not quite, once you're standing hug the wall, and if you are positioned correctly you should be able to jump and peek oob, after that, walk forwards without holding L and you will clip oob, try to aim for the inbounds walls that are standable on top.

Could probably get away with getting Strength without the 3rd Energy Tank but thats going to be super difficult so I wont bother.")
